In fact, Talba Malla Oumate did not merely content himself with being a Member of Parliament. He also devoted part of his career to serving the State of Cameroon as a member of the Government. He successively held the posts of Secretary of State of Rural Production, Secretary of State and then Minister of Planning, and Secretary of State to the Ministry of Public Service. As Secretary of State to the Ministry of Public Service (1962–1970), he had the courage to implement the process of ‘Cameroonisation’ of the civil service’s officials and to begin recruiting some of the most distinguished Cameroonian officials. He also addressed the issue of the authenticity of diplomas and proposed a General status of the public service, in addition to establishing the principles governing Lists A, B and C relating to the competitive entrance examination for the National School of Administration and Magistracy (ENAM) [Established in 1959 as the Cameroonian School of Administration (ECA), it became ENAM in 1964], which were insidiously perceived as the forerunner of regional balance. Furthermore, as Minister of Planning, he introduced a system of subsidies designed to benefit Cameroonian businesspeople, which has helped to foster the emergence of a local economic elite.
